Cabarrus County has offered oil filter recycling services to the public at its household hazardous waste facility since 2002. The county has used U.S. Filter in Concord as its vendor since the program’s inception. U.S. Filter charges $45 to pick up full 55 gallon barrels, which it provides to the county. County personnel take the extra step of draining all the filters on a tank-top rack for a minimum of 24 hours before placing them in the barrel (the tank is located in a concrete and block containment area, with a floor sump). Because the county conducts much of the handling of the filters themselves, public signage is minimal.

In all, county staff estimates the operational costs for the program (supplies, labor, and promotion) was less than $100 in FY 05, and the labor commitment is about ten minutes/week at the current collection rates. The county collected one barrel of filters in FY 05, or approximately 250-300 filters.
