The oil filter recovery program operated by the town of Kill Devil Hills began in 2002. Although the town has only one collection site, the town collects both used motor oil and automotive oil filters at this site.

Kill Devil Hills contracts with U.S. Filter Recovery in Concord for recovery services. The company has provided two drums with lock-down lids into which the uncrushed filters are placed. The town has oil boom socks around the drums to prevent oil seepage from any overflow or spillage that might occur, however it has plans to add a catch basin under the drums. Each drum has a label affixed to it to designate it as a filter recovery container.

Although U.S. Filter Recovery is charging $80 per barrel of filters collected, this amount is being defrayed because the company is paying Kill Devil Hills for the oil it is collecting from the site.

Accounting for used motor oil revenues, the town’s collection cost for fiscal year 2004-05 were $170. The town collected approximately four drums of oil filters.
