In July 2000, Lee County initiated a pilot collection program for recovering used oil filters at three of the county’s convenience sites. In October 2003, the program was expanded to cover all six convenience sites and used motor oil collection is also provided.

The county’s oil filter collection system consists of a 55-gallon drum placed on a concrete pad. The drum is covered with a clearly marked “igloo” indicating that the barrel is for oil filter recycling. Since the program was incorporated into the existing convenience site system, operating costs are limited to fees charged by the county’s market.

Sanford’s Noble Oil Services provides collection of the drums at a cost of $77 per drum; however, a discount is available for large quantities. Capital costs were limited to the purchase of drums and igloos. Each site uses two drums at a cost of $35 each and a single igloo which cost $220. The total capital cost per site was $290. Noble Oil Services will also provide re-conditioned drums for a one-time deposit.

In fiscal year 03-04 the county collected 15 drums of filters. Each drum holds approximately 250 filters. The amount collected in FY 04-05 dropped to 10 drums at a total collection cost of $770. During FY 04-05, the county collected roughly one filter for every 2.5 gallons of used motor oil collected. During FY 03-04 the ratio was roughly one filter for every two gallons of motor oil.
