The Pay-As-You-Throw or variable rate pricing program charges citizens for waste
disposal services based on their individual household's waste generation. The PAYT system is
different from pricing programs that charge a flat rate for services regardless of individual
waste generation. Under the PAYT system, citizens are able to realize the true costs associated
with waste disposal and actively control their personal costs through waste reduction and recycling
activities. The PAYT program helps to reduce waste, increase recycling and provide a more equitable
waste disposal-pricing program for residents.

In order to increase recycling totals, some local governments have
implemented ordinances that require residents and/or businesses in a community to
recycle or separate specific products from the waste stream.
