Guidance on Mature EMS and Functionally
Equivalent Model
The
Rising Steward and Steward levels are intended for sites that
have a functioning environmental management system in place
that is mature and is either ISO 14001 certified or has been
determined to be functionally equivalent by DENR.
The determination of a mature system and functionally
equivalent system are described below: Mature
EMS There
are many aspects of an EMS that can provide insight into its
maturity. The
Advisory Workgroup will consider the following information to
make this determination: ·
The frequency and number of internal and
external EMS audits and management review of results showing
continual improvement. ·
The history of compliance with regulations and
how effectively compliance issues have been addressed. ·
The strength of the performance based goals
based on criteria established in the performance goal section
and activities to go beyond compliance.
Functionally
Equivalent EMS A
site that does not have a certified ISO 14001 EMS will be
required to complete the following actions prior to completing
a Rising Steward or Steward application: ·
Request a functionally equivalent assessment by
DENR (800-763-0136). ·
Submit a copy of the latest management review
minutes that include the review of an internal or external EMS
audit. ·
Submit a copy of the EMS model used by the site. ·
Successful complete a functionally equivalent
assessment provided by a DENR team. Once
a site’s EMS has been determined functionally equivalent it
can apply to the Rising Steward or Steward level of the
program.
